UNH Extension's seed-starting specification is unusually concrete: two 40-watt cool white or full-spectrum fluorescent tubes, positioned six inches from the plants, on about 16 hours a day. Read that as a shape rather than a bulb type. What it describes is a long, low-output, linear fixture hung close over a flat — not a high-output panel hung high, which is what most of the grow-light category has become. This is the format that still matches it. Two of these 42 W four-foot strips over a 10 × 20 tray reproduce UNH's two-tube arrangement at modern efficiency, and the linkable design plus zip-tie or clip mounting is what makes the six-inch distance achievable and, more importantly, adjustable — that distance is a moving target, because a fixture left at its original height while the seedlings grow is the second half of why seedlings go leggy. The spectrum is honest for the job at 400–800 nm and Ra95+, and there is no fan. Two things to be clear about. The eight-pack is a shelf rack, not a tray: buying it for one flat is buying six strips you will not hang, and the per-tray unit here is two. And the timer is not included — UNH's 16 hours is the specification that actually needs enforcing, and it needs a plug-in timer this product does not ship with. Skip the 200 W flowering panels with 660 nm red and IR that dominate this search: that spectrum is aimed at fruiting, costs more, and is the wrong tool for a tray of six-week-old seedlings.
