When to Plant Tomatoes: Frost Date Is Half the Answer
Every tomato planting date is an offset from your last frost — but the soil has to reach 60°F too, and those two do not arrive together. Guide for Iowa, where the dominant grass is Kentucky Bluegrass.

Almost every tomato planting date you will read is written as an offset: start seeds six to eight weeks before your last frost, transplant after all frost danger has passed. The offset is right. The problem is that it is useless on its own, because the date it is measured from moves by more than two months across the states — and because the frost date is only one of two gates.
The offset, and what it is measured from
Clemson’s instruction is the standard one: sow seed indoors six to eight weeks before the last frost date in your area. Utah State gives the same span from the grower’s side — allow 6 to 8 weeks to grow transplants — and adds the two temperatures that go with it: germinate seed at 80°F until the root emerges, then grow the seedlings on at 65 to 70°F.
Those are three different numbers for three different jobs, and the middle one is the one people skip. A seed tray on an 80°F heat mat germinates fast and then, if it stays there, produces the tall pale seedling everyone recognises. The heat is for germination. The 65–70°F is for growing.
In Iowa the offset lands on a real date. The last frost here is around Mid-May (north) to late April (south) — a growing season measurably shorter than any neighbour's, so six to eight weeks before that is when the seed tray needs to be started — count back from your own local date rather than the state-wide one if you are at the edge of it, because that range is written across a whole state and the difference between its ends is often three weeks. Here is the sentence that changes the plan, from Utah State: tomatoes should be transplanted when soils are warmer than 60°F or after all frost danger has past.
Read it as two gates rather than one. The frost date tells you when the plant will not be killed outright. The soil temperature tells you whether it will do anything once it is out there. A transplant set into 52°F soil does not die — it simply stops, and a plant put out two weeks later into warm ground routinely overtakes it and fruits first.
The gap between those two gates is a soil property, not a weather one. A light, fast-draining soil warms within days of the air. A heavy wet one holds winter temperature well past its own frost date, because water takes about five times as much energy to warm as dry mineral soil does.

The 60°F gate is a property of the material, so it is worth knowing what the material is. Read that against the pH reading — Near-neutral to slightly acidic. Tomatoes are less fussy about pH than a lawn is, but the same reading tells you whether the bed needs lime or sulphur before it needs anything else — and in a state where the ground is naturally alkaline, adding lime out of habit is the wrong direction.
One consequence for the calendar: a raised bed is a different soil from the ground beside it and warms days to weeks sooner, which is the cheapest way to move the second gate earlier in Iowa without moving the frost date.
This is a two-minute measurement rather than a judgement, and it is the reason a soil thermometer earns its place in a vegetable garden even though nothing else in the shed measures anything.

Hardening off is not optional
Penn State: harden off over the course of a week, allowing for a gradual increase in sun and wind exposure each day. Clemson says the same thing from the calendar side — a week before transplanting, expose indoor-grown plants to an increasing number of hours outdoors each day.
A seedling raised at 65–70°F under a fixed light has never met wind, and wind is what it fails at first. The stem has no reason to have built the tissue that resists it. So a plant moved straight from a windowsill to an open bed spends its first week repairing rather than growing, which costs more time than the week the hardening off would have taken.
Clemson also gives the shape to look for when buying rather than raising: stocky transplants about 6 to 10 inches tall. Stocky is the operative word — a tall thin transplant is one that was grown too warm, too dark or too long, and it will lie down in the first weather.
From seed tray to bed

Utah State is explicit: do not apply organic mulches until soils are warmer than 75°F. Mulch is insulation, and insulation on cold ground keeps it cold — which undoes the gate you just waited for.
The week it lands on in Iowa
A vegetable bed does not sit in isolation — the same fortnight is the busiest one in the rest of the yard, and these are Iowa's own spring tasks from our state research:
- Wait — Iowa's pre-emergent window is mid-April to early May, later than most advice written for the Midwest assumes
- Walk the lawn for winterkill first: grass that sat under standing ice does not recover, and reseeding it is a separate job from feeding
- Skip lime unless the soil test asks; Iowa ground rarely does
Two of those collide with this page in a way worth planning around. A pre-emergent goes down on a soil-temperature trigger of its own — 55°F for crabgrass, five degrees below the tomato gate — so the thermometer comes out for both jobs within a couple of weeks of each other. And anything sprayed on the lawn drifts: a broadleaf herbicide is a broadleaf herbicide, and a tomato is a broadleaf plant. Spray the lawn before the transplants go out, not after, and not on a breezy day in Iowa if the bed is downwind.
The other end of the range
A spring planting calendar quietly implies that earlier is better, and for this crop that is only half true. Utah State records the upper limits plainly: tomatoes do not set and flowers abort at day temperatures above 95°F, and fruits abort if temperatures exceed 90°F.
So the season has two walls. The cold one you plan around by waiting. The hot one you plan around by planting early enough that fruit set happens before it arrives — which in a hot-summer state is the real reason to care about the planting date at all.
Both walls are local here. Iowa runs from a last frost around Mid-May (north) to late April (south) — a growing season measurably shorter than any neighbour's to a first frost around Late September along the Minnesota line to mid-October in the southern counties. Everything between those two is the whole season — and it has to contain the six to eight weeks the plant spends before it sets fruit at all, plus the days-to-maturity figure on the packet. Where that span is short, a determinate variety with a lower days-to-maturity number is not a compromise, it is the only version that finishes. Where the air is drier the nights fall away after sunset even in a hot week, so the night limit is rarely the binding one. The 90–95°F DAY figure is the one to plan around instead, plus the fact that dry heat and irrigation together are what carry a plant through it.
And the water side is local too: Around 30 in/year in the northwest to 38 in the southeast, front-loaded into spring and early summer, with August frequently dry. That pattern decides whether the fruit-set window is something you can irrigate through or something you have to plant ahead of.

Three extension services give three different night-temperature numbers, and we are not going to pick one silently:

They are not contradicting each other so much as answering different questions — where the plant is harmed, where the crop is reduced, and where it does best. The practical reading is that 50°F is the line you must not cross, and 60°F is the one worth planning for. If your forecast nights are sitting at 52°F, nothing will die and nothing much will happen either.
Penn State adds an upper bound to the same measurement that is easy to miss: blossom drop also occurs if nighttime temperatures rise above 75°F. Warm nights are a real cause of a heavy healthy plant setting nothing, and it is routinely blamed on water or feeding instead.
Before the tray, the bed
One thing to check that is not agronomy
Iowa carries its own fertilizer rule, and our state research records it as: No statewide lawn fertilizer blackout.
Read the word it is written about. Rules of this kind are almost always written for TURF, and a vegetable bed is not turf — some states exempt gardens explicitly and some do not say. We are not going to answer that from a lawn dataset, because the definition is the whole question and it sits in the statute rather than in our table. The office that can answer it for Iowa is Iowa Department of Agriculture and Land Stewardship, Pesticide Bureau.
It matters here more than it would for most crops, because a starter fertilizer for transplants is usually the high-phosphorus bag — the exact product a turf phosphorus law restricts. If the rule does reach your bed, the legal route is the same one it is on a lawn: a soil test that documents the need.
None of the above helps if the bed itself is the problem, and the one measurement worth having before the season starts is a soil test rather than another opinion.

The honest summary
The offset is six to eight weeks before your last frost for sowing, and the transplant goes out when frost danger has passed and the soil is above 60°F — two conditions, not one, and a heavy soil can put a fortnight between them. Germinate at 80°F, grow on at 65–70°F, harden off across a week, space at 24 inches, and keep mulch off until the soil is past 75°F. Then stop thinking about the cold end: above 90–95°F the flowers abort, and in most of the country the question that decides the crop is whether fruit set beat the heat.
One crop in the same bed runs the calendar backwards, and it is worth knowing before you plan the season around spring: when to plant garlic is counted from the FIRST frost rather than the last, goes in while the tomatoes are being pulled out, and occupies the ground until the following July.
The six-to-eight-week figure above is this crop only.
