What is this bed made of, and what does it need before anything is planted in it?

Everything on this page happens before a seed goes in, and most of it cannot be undone afterwards. Bed depth, the compost fraction, and the pH are decided at construction and then lived with for years — which is why the extension services disagree about them more sharply than about anything seasonal, and why the answer to "how much lime" is opposite on the two halves of the country.
