Brush Control in Pasture: Mowing Multiflora Rose Spreads It

The first thing to know about brush on a small acreage is that the obvious tool makes it worse, and the mechanism is specific enough to be worth understanding.
Penn State Extension on multiflora rose:
“Layering occurs when the tip of the cane, or woody stem, touches the ground, forms a shallow root system, and generates a new shoot.”
A mower that knocks canes over instead of removing them is arranging cane tips on soil. That is not a mowing failure — it is propagation.
Why Mowing Spreads It
Multiflora rose arrives two ways, and only one of them is obvious.
Seed. Penn State: it “spreads mainly through seed dispersal by birds and other animals” — which is why a cleared fence line refills from a neighbour’s thicket you do not control.
Layering. The tip of a cane touches soil, roots, and becomes a new plant. This is the one that turns machinery into a problem, because a brush hog that flattens canes rather than cutting them off leaves exactly that arrangement behind.
Iowa State puts the mechanical version of that plainly, and it is the sentence to remember before hiring a brush hog: “Mowing or cutting off woody weeds can temporarily improve the garden’s appearance, but stumps left behind often resprout. Often, the plant that regrows is bushier with more stems and even more challenging to manage.” They go further and call cutting “typically ineffective as a control method” on its own. So the cost of a mowing-only programme is not zero — it is negative, because you are paying to multiply the stems you will eventually have to treat.
The plant’s speed matters too: “its aggressive growth can rapidly overtake desirable land, forming a dense, thorny thicket within a few years.” Two seasons of ignoring a fence line is usually all it takes.
Mowing does work — as a programme. Penn State’s figure:
“Successful control of multiflora rose requires mowing three to six times per season for more than one year. Repeated mowing defoliates the plant, depleting its root food reserves and eventually killing it.”
And their honest assessment of it: “Unfortunately, repeated mowing can become quite costly, time-consuming, and laborious.”
Three to six times a season, for more than one year. That is why almost nobody finishes a mowing programme, and why half-finished mowing is the commonest reason a thicket is worse than it was three years ago.
Three Methods And Their Seasons
The useful way to hold this is that foliar work has a season and stem work does not.

Penn State on the flexibility: stem treatments — “basal bark and stump treatments” — “can be applied throughout the year, providing scheduling flexibility.”
Which means a missed foliar window costs you nothing. If it is August and you have missed bud-to-bloom on the roses, you do not wait until next April — you switch to cut stump or wait for the dormant basal bark window. That is a genuinely useful thing to know on a property where the work happens when there is time rather than when the calendar says.
Basal bark, specifically
Penn State: “Basal bark treatment uses a concentrated mixture of the herbicide triclopyr-ester in a basal oil. It is applied to the entire circumference of the lower 12 to 15 inches of the intact stems.”
Three details in that sentence do the work: triclopyr-ester, basal oil, and the entire circumference. The oil carrier is what moves the herbicide through intact bark, which is why this method is specific to ester formulations and does not transfer to a water-based product. Missing part of the circumference leaves a live strip of cambium and the stem survives.
The Formulation Decides Your Timing
This is the practical detail that separates a productive afternoon from a wasted one, and Penn State states it precisely:
“Oil-based triclopyr-ester herbicides can be applied any time after cutting and should be applied to the cut surface as well as the sides of the stump, while water-based herbicides using glyphosate or triclopyr-salt should be applied immediately to the freshly cut surfaces.”

So if you are cutting a lot of stems in one session, this decides your workflow. With an ester in oil you can cut the whole fence line and come back with the herbicide. With a water-based product you are cutting and treating stem by stem, because the plant seals the cut surface and the window closes.

Those are not effectiveness rankings — metsulfuron simply works at fractions of an ounce where glyphosate works at quarts. What decides usability on grazed ground is the grazing and haying restriction on whichever you pick, and that is a label question specific to your animals. We had this section wrong until 2026-08-02, and the way it was wrong is worth showing rather than quietly deleting, because it is the mistake this whole page is about.
There is a widely sold bottle called Hi-Yield Triclopyr Ester. Its marketplace listing says woody plants, vines and brush in non-crop areas — which is why we filed it here, recommended it for brambles and cut stumps, and told you it was not a lawn product.
Its EPA-approved label says the opposite. Reg. No. 81927-11-7401 lists exactly one site: perennial bluegrass, perennial ryegrass and tall fescue ornamental turf. Its weed table is a lawn weed table — ground ivy, wild violet, clover, oxalis, black medic, Canada thistle, curly dock. There is no brush section on it, and poison ivy is not on it.

The general lesson, since it costs nothing to state. A listing title is marketing copy. The label is the legal document, and where they disagree the label governs — including when the disagreement is in the direction that would have made your purchase look reasonable. Every herbicide on this site now records its label URL and registration number so this stays checkable.
Two Species With Their Own Pages
For pasture broadleaves rather than woody plants, best pasture weed killer carries the per-weed rates and application months from Arkansas field trials.
Both of these are woody, both answer to the chemistry above, and both have enough going on to need their own treatment:
- Poison ivy — because the urushiol is inside the plant, which makes cutting and pulling the exposure event and a sprayer the safer tool.
- Kudzu — because the huge storage root cannot sprout, so the target is the root crown at the soil surface, and the schedule is two passes a year rather than one.
Goats, With An Actual Stocking Rate
Penn State does not hand-wave this one, which is unusual and useful:
“Goats and sheep can help control multiflora rose… An initial stocking rate of 8 to 10 mature goats and/or sheep per acre for four seasons or more should be adequate.”
Read both numbers.
8 to 10 per acre is a browsing operation, not two pet goats on a paddock. It is a deliberately high stocking rate because the mechanism is repeated defoliation — the same thing the three-to-six-mows-a-season programme achieves, done by animals that prefer woody growth to grass.
Four seasons or more is the commitment, and it matches the herbicide reality rather than undercutting it. Nothing about this problem resolves in one year.
Where this genuinely wins on small acreage: goats browse what cattle and horses refuse, they work terrain a mower cannot, and they do not put cane tips on the ground. Where it does not: they need fencing that holds goats, which is a different specification from fencing that holds horses.
It Is A Programme, Not A Project
On the product side specifically, best brush killer sorts the shelf by the three application methods — including the one that decides whether cutting and treating can be separate trips or have to be the same motion.
Penn State’s instruction after the first control effort:
“Following the initial control effort, establish an annual maintenance program consisting of a follow-up herbicide treatment or some type of mechanical control measure.”
And their framing of the whole subject: “Combinations of preventive, cultural, mechanical, biological, and chemical methods must be used to eliminate multiflora rose.”
The reason it never finishes is the seed source. Birds move seed onto your land continuously from every thicket within their range, so a perfect kill is followed by new arrivals the next season. That is not a treatment failure — it is the ecology of the plant.
Which means the realistic goal is an annual walk-and-treat on a property you have already cleared, rather than a one-off clearance you expect to hold.
