Lawn Watering Restrictions: Keeping Grass Alive
Your city assigns the days and bans the hours. How to hit a weekly inch in two legal windows, and why cycle-and-soak is the trick. Guide for Rhode Island, where the dominant grass is Kentucky Bluegrass.

Most watering advice is written as though the only limit is your willingness to drag a hose. In much of the country that stopped being true years ago. Your water provider has decided which days you may irrigate, which hours you may not, and what it costs when you get it wrong — and none of the standard “water deeply, twice a week” advice tells you what to do when the two days are not yours to choose.
The good news is that a restricted schedule and a healthy lawn are not in conflict. The arithmetic just moves. Under a free schedule you can fix a bad sprinkler by running it longer, more often. Under a restriction you have a fixed number of sessions, so depth per session becomes the only variable you control — and that changes what you should measure, how you should run the zones, and which soil problems you can no longer ignore.
The restriction changes the maths, not the target
A lawn’s water requirement does not care what day it is. Colorado State University’s guidance is that a healthy, high-quality bluegrass or ryegrass lawn may need up to 2.25 inches of water per week under hot, dry, windy summer conditions — an upper bound, and well above the one inch a week that gets quoted everywhere as though it were universal.
Now put a restriction on top of it. Two legal days and a one-inch requirement is half an inch per session. Two legal days in a genuinely hot, dry, windy week at the top of CSU’s range is over an inch per session. That is a lot of water to put down in one sitting, and on most soils it is more than the ground can accept before it starts leaving.
This is the entire reason cycle-and-soak exists, and it is why the technique is mandatory under restrictions and merely nice without them.
The demand side of that equation is local, and in Rhode Island the relevant fact is the rainfall: Around 48 inches a year, evenly spread, with a reliable three-to-four-week dry stretch in midsummer — the reason the Water Resources Board publishes lawn guidance at all
Air matters as much as rain, because it decides how much of what you apply survives the trip to the soil. Maritime and humid — Narragansett Bay and the Sound keep nights warmer and leaves wetter than 40 miles inland, which lengthens the disease season at both ends
Measure the sprinkler, then do the division
You cannot divide a weekly requirement across two days without knowing what your sprinkler delivers per minute, and that number varies so much between systems that any run time someone quotes you is a guess. Measuring it is a one-off job with straight-sided cans.
NC State Extension’s irrigation auditing guide is specific about where the cans go, and it is not “spread them around”: for fixed spray heads, place cans halfway between heads; for rotors throwing less than 40 feet, place them at every one-third of the distance; for rotors throwing more than 40 feet, every one-fourth. Run fixed spray zones for 5 minutes and rotor zones for 15, then measure each can.
Two numbers come out of that. The average depth tells you your output per minute, which is what you divide the weekly requirement by. The spread between the cans tells you something more uncomfortable: NC State computes distribution uniformity from the lower half of the catches and warns that values lower than 50 percent will result in uneven distributions that may require system adjustments. Under a restriction, poor uniformity is worse than it sounds — you end up running the whole zone long enough to satisfy its driest quarter, which means over-applying everywhere else on a day when runoff cannot be made up later.
Measure your own sprinkler: the catch-can test
Every sprinkler applies water at a different rate, so nobody can tell you your run time. Twenty minutes with three cans gives you the real number — once.
Output drops with distance — which is why the cans go across the throw, not side by side.
Set 3 cans in a line
Straight, flat-sided cans — tuna or cat food. Put one close to the head, one mid-throw, one at the far edge. Spread across the throw, never clustered.
Run the zone for 15 minutes
One zone at a time. Note the exact minutes; the whole calculation hangs on it.
Measure each can and average
A ruler against the inside wall. In the example above: 0.5 + 0.4 + 0.25 = 1.15, divided by 3 = about 0.38" in 15 minutes.
Do the arithmetic once
Half an inch needs 0.5 ÷ 0.38 × 15 ≈ 20 minutes. Two sessions of 20 minutes a week delivers about an inch — the standard target.
The dry can is also a diagnosis. If one can comes up far short every time, that corner is not a fertilizer problem or a disease — it is a coverage problem, and it will brown out first in every heat wave until the head is adjusted.
Cycle-and-soak, and why your soil decides the split
Applying half an inch to an inch in one run only works if the soil can drink at that rate. Very little soil can.
CSU’s guidance ties the depth to the roots rather than the clock: if the roots grow down 6 inches deep, water so the soil is moistened to that depth — which takes as little as half an inch on sandy soil and 1 to 1.5 inches on clay. Same root depth, very different session.

That is a state with both failure modes in it, which means there is no single correct session length for Rhode Island — and the catch-can test above cannot tell you which half you are on. Dig. Water for the run time your arithmetic gave you, wait an hour, then push a spade in and look at how far down the wet line reached. On the fast-draining half you will find the water has gone past the root zone and you are wasting a legal day's allowance on the subsoil; shorten the session and accept that you may need every minute of both windows. On the slow half you will find it barely got past the first two inches while the rest ran off, and the fix is splitting the session rather than extending it.
The real hazard is the gap, not the total
The instinct under a restriction is to worry about the sum — am I getting enough water on this lawn in a week. The more useful worry is what happens in the four or five days between legal sessions, because that is where restricted lawns actually fail.
CSU is direct about the consequence: the turf should not be allowed to become overly drought-stressed between waterings, because this weakens the turf and makes it more susceptible to insect and disease damage. So the failure chain under a restriction is not “lawn dries out and goes brown”. It is that a lawn riding the edge of drought stress for four days at a time is a lawn with a standing invitation out, and the thing that accepts the invitation is whatever your area already has plenty of.
In Rhode Island that means something specific rather than generic. Our threat research lists Red thread (the fine-fescue and ryegrass disease of a cool wet Rhode Island spring — it reads as low nitrogen more than as an infection) among the diseases this state's lawns are most exposed to, alongside Dollar spot, and Oriental beetle (Rhode Island sits in the core of its range with Connecticut and coastal Massachusetts — it has displaced Japanese beetle as the grub you are most likely to dig up, and it does not answer to every product sold for grubs) among the insects. None of those are caused by a watering restriction. All of them find a stressed Kentucky Bluegrass lawn easier than a healthy one, which is the whole argument for putting the effort into depth per session instead of resenting the calendar.
There is a second school on that gap, and under a restriction it is the more useful one. Florida IFAS Extension — writing for a state where irrigation with potable water is limited to 2 d/wk in the warm months and 1 d/wk in the cooler months, so the restriction is the baseline rather than the exception — does not put the lawn on a fixed schedule at all. Their rule is that lawns should be irrigated when a substantial portion of the lawn shows signs of wilt, applying ½ to ¾ inch of water when turfgrass shows symptoms of water deficit, and that after rain irrigation should be suspended until visible drought symptoms appear.
Two things follow from that. The volume per application is smaller than the “half an inch to over an inch” the division above produces, which is a real disagreement between sources rather than a rounding difference — CSU is sizing a session to refill the root zone, UF is sizing one to relieve a plant that has already signalled. And the trigger is the plant, not the calendar: on an assigned-day schedule you do not get to water on the day the lawn wilts, but you do get to skip a legal day when it has not. Skipping the days you do not need is what buys back the margin on the days you do.
The timing rules help here rather than hurting. CSU puts the best watering times between 10 p.m. and midnight, or between 8 and 9 a.m. — which is close to what most municipal bans on midday irrigation leave you with anyway. If your provider permits late-evening watering, be a little careful with it: water applied at dusk keeps the leaf wet for most of the night, and extended leaf wetness is the condition most turf diseases are waiting for. Given a choice inside your legal hours, take the early-morning end.
The schedule changes, and autumn is where people get caught
The restriction people learn is the summer one, because that is when it is enforced hardest and talked about most. Most providers run at least two schedules, sometimes three, and the switch dates are tied to the season rather than to a fixed calendar day — which means the schedule you memorised in July is frequently wrong by the time the lawn is doing its most important growing of the year.
Timing that switch in Rhode Island means knowing when the growing season actually closes, and it does not close on one date. First frost: Early to mid-October in the northwest hill towns; late October to early November on Aquidneck Island and Block Island. Last frost: Mid-April on the coast and the islands, into early May in the Foster and Glocester uplands. A spread that wide inside one state is the reason the provider sets the dates and not the state, and the reason a neighbour two counties away is on a different schedule than you without either of you being wrong.
What the lawn is being asked to do in the meantime is worth reading next to the rule. Our maintenance research for Rhode Island puts this on the summer list: One inch of water a week at most, precipitation included, applied once or twice in the early morning. That is the job your legal days have to accomplish, stated in the terms this state's conditions set, and it is a more useful benchmark than any national inches-per-week figure.
Your city’s rules, and the fine
Restrictions are set by the water provider, not by the state, so two lawns twenty minutes apart can be on different schedules — and the schedule is the part of this article that no general guide can give you. We research the rules city by city.
If your city is not in that list, the rule still probably exists —Rhode Island's smaller providers publish their schedules the same way the large ones do, usually on a page called something like "water restrictions" or "irrigation schedule". Look for four things: the assigned days, the prohibited hours, whether the schedule changes by season, and the penalty. The seasonal change is the one people miss, because a schedule learned in July is often wrong in October.
A note on the penalties, because they are quoted carelessly online: the range between providers is enormous. Some send a written warning and only escalate on repeat violations. Others price the third violation at hundreds of dollars and keep doubling. Do not take a number from an article, including this one — take it from the authority linked on your city’s page.
One more place to ask, and it is not the water utility: the turf people at University of Rhode Island publish guidance written for this state's grass and this state's summer rather than for the country — URI Turfgrass Program, Department of Plant Sciences and Entomology is the programme, and Plausibly the oldest turf programme in the country — the first trial plots went in around 1890, and the Skogley Memorial Turfgrass Research Facility holds some of the longest continually used agricultural research plots in the United States. The utility tells you which days are legal; they are the ones who can tell you what to do with the days you get.
Making two days work
The practical setup, once you have the numbers, is short:
- Find your provider’s rules — the assigned days, the prohibited hours, whether the schedule changes by season, and the penalty. The seasonal shift is the one people miss.
- Run the catch-can test once per zone using NC State’s spacing, and write the output per minute on the controller lid where you will see it again.
- Divide the weekly requirement by the number of legal days to get the depth per session, then convert that to minutes using the output you just measured.
- Water once for that time, wait an hour, and dig. Shorten the session if the wet line went well past the root zone; split it if water left across the surface before the run finished.
- Program the split so both cycles finish inside your permitted hours, not just the first one.
- Ask about a new-lawn variance before you seed or sod, because establishment watering is precisely what an assigned-day schedule forbids.
A hose timer is what makes cycle-and-soak actually happen on a lawn without an in-ground system, because the second cycle is an hour after the first and nobody reliably remembers to go back out.

Restrictions are a constraint on top of the fundamentals, not a replacement for them. If you have not settled the underlying question of how much and how often, how often to water your lawn is the piece that works out the weekly target and the deep-versus-daily argument this article assumes.

How do I water a lawn if I am only allowed two days a week?
Stop thinking in minutes per week and think in inches per session. If the lawn needs about an inch of water a week and you have two legal days, each day has to deliver roughly half an inch — not the same fifteen minutes you used to run three times. Measure your sprinkler once with straight-sided cans to learn its output per minute, then do the division. The one thing you cannot do is make up the shortfall with more days, so the depth per session is the only lever you have.
What is cycle-and-soak watering?
Splitting one watering into two or three shorter runs an hour or so apart, so the soil has time to absorb between them. Colorado State University describes applying a portion of the water, then applying the rest an hour or so later. How much is a watering restriction fine?
It depends entirely on the water provider, and the range is wide. Does watering only twice a week hurt the lawn?
No, and it usually helps — provided each session soaks deep. Two deep soakings drive roots downward, and deep roots are what survive a hot week. The real risk under restrictions is the opposite one: too little water per session, so the lawn is chronically drought-stressed between legal days. Colorado State University warns that turf allowed to become overly drought-stressed between waterings is weakened and made more susceptible to insect and disease damage.
Can I water new grass seed on a restricted schedule?
New seed needs light, frequent watering to stay damp, which is exactly what an assigned-day schedule forbids — so the honest answer is to seed when your window allows it rather than fight the rule. Most providers issue a temporary new-lawn or establishment variance for exactly this reason; ask before you buy the seed, not after it fails. Sodding has the same problem and the same solution.
Why are watering hours restricted as well as days?
Because midday irrigation loses a large share of the water to evaporation and wind before it reaches the soil, so the ban is protecting the supply, not your grass. It happens to align with good agronomy: Colorado State University puts the best watering times between 10 p.m. and midnight, or between 8 and 9 a.m. Late-evening watering is the one to be careful with, since leaves that stay wet all night are what most turf diseases need.
