Herbicide Surfactant vs Crop Oil: The Label Decides
Crop oil concentrate is 80–85% oil with only 15–20% surfactant in it. Not a stronger surfactant — a different product, and substituting can break the label.

Three different products get called “the surfactant” at the garden centre, and the difference between them is not strength. It is composition.
Penn State Extension gives the numbers, and they are the opposite of what most people assume:

A crop oil concentrate is not a stronger surfactant. It is mostly oil. Which means substituting one for the other is not trading up or down — it is using a different product for a different mechanism.
Mostly Oil, Not More Surfactant
The two jobs are genuinely different, and the composition tells you which is which.
A surfactant reduces surface tension. The droplet stops beading and spreads out, so more of it is in contact with the leaf instead of sitting on top of it as a bead waiting to roll off. That is why it matters most on a waxy or glossy leaf — Penn State’s explanation for why wild violet resists herbicide is a thick, waxy cuticle interfering with uptake, and on that kind of surface wetting is the whole battle. An oil carries the herbicide through the cuticle. That is a different obstacle and a different solution, which is why the oil products are mostly oil. The 15 to 20 percent surfactant in them is there to make the oil mix with water at all, not to do the surfactant’s job for you.

The plain non-ionic surfactant

The Label Decides And It Is Binding
Two sentences from Penn State settle most of the argument, and the second one surprises people.
“Using the wrong surfactant can reduce the effectiveness of a pesticide product and increase the risk of plant injury. Always check the product label to see if using a specific type of surfactant is required or recommended.”
Then the part with legal weight:
“If the pesticide label lists a specific brand of adjuvant, that brand must be used. Any substitution would be a violation of the label.”
So the adjuvant line is directions for use, not a shopping hint. That follows from the same rule that governs everything else on a pesticide label — the sentence about using a product inconsistently with its labelling being a violation of federal law, which how to read a pesticide label covers in full.
And the authority sits on the wrong bottle from most people’s point of view. A spray adjuvant is not a pesticide under FIFRA, so it carries no EPA registration number and no approved label of its own. Nothing on the adjuvant bottle can tell you whether it is right for your herbicide. The herbicide’s label is the only document in the transaction with authority.
The Grass Herbicides Want Oil
This is the case that costs our readers the most, because the products involved are ones we recommend and the mistake is invisible until three weeks later.
NDSU Extension describes the whole class in one sentence, and the adjuvant is inside the description rather than appended to it:
“Poast (sethoxydim), Assure II/Targa (quizalofop), Fusilade DX (fluazifop-P), Select/Max (clethodim) applied POST with oil adjuvant controls annual grasses and quackgrass.”
Every grass-selective herbicide on this site is in that list. And the failure mode is characteristic: the grass browns, looks treated, then recovers — because enough got onto the leaf to damage it and not enough got through the cuticle to kill it.
One other mistake produces that same picture on these same products, so rule it out before you blame the adjuvant: putting a broadleaf herbicide in the tank with them. Tank mixing antagonises this exact class, NDSU’s wording is “will often reduce grass control”, and the tell is that the broadleaf weeds died on schedule while the grasses recovered. Wrong adjuvant, and antagonism, are two causes with one symptom.

Clethodim — read its adjuvant line

When The Answer Is Add Nothing
Penn State again, and this is the half that gets skipped:
“Using an adjuvant is not always necessary… Some pesticide labels may state that an adjuvant should not be used with that particular product.”
Two situations on a home lawn:
1. It is already in there. Several glyphosate concentrates are sold explicitly as 41% with surfactant included. Adding more is money spent on nothing, and on some products it increases runoff off the leaf rather than uptake into it.
2. A temperature bars it. We have a real one in the catalogue rather than a hypothetical:

The Rate Is A Percentage
Adjuvant rates are given as percent v/v — volume of adjuvant per volume of finished spray — and that catches people who are used to measuring herbicide per thousand square feet.
A common instruction is 0.25% v/v, and one label in our catalogue translates it: one quart per 100 gallons of spray solution. On a backpack sprayer that comes down to roughly a teaspoon and a half per gallon.
A published example in kitchen units, which is a useful sanity check. Clemson’s fescue weed factsheet gives the nonionic surfactant rate for a bermudagrass-suppression spray as “2 teaspoons per gallon of water” — and that works out to roughly 0.26% v/v, effectively the same 0.25% the labels ask for. So when a label speaks in quarts per 100 gallons and your sprayer holds one, a teaspoon and a half to two teaspoons per gallon is the range you are aiming at. If your arithmetic lands far outside it, check the arithmetic rather than trusting it.
Do the arithmetic rather than eyeballing it, because both errors cost something:
- Too little — the droplet behaves as it would have without it, and you have added an ingredient and changed nothing.
- Too much — spray can run off the leaf rather than staying on it, and on some products excess adjuvant increases crop injury.

When The Adjuvant Was Not The Problem
The wrong adjuvant produces a characteristic result — browning followed by recovery — but so do three other causes. If that is what you are looking at, why didn’t my weed killer work separates them by symptom.
The Short Version
Read the herbicide’s adjuvant line before buying anything, because nothing on the adjuvant bottle has the authority to answer the question.
Oil for the grass herbicides. Clethodim, sethoxydim, fluazifop, quizalofop — NDSU treats the oil as part of how they work.
Surfactant for waxy broadleaf leaves, where wetting the surface is the obstacle.
Nothing at all if the product already contains it, or if the label says not to — including the 90°F case above.
And measure it as a percentage of the finished spray, not per gallon of concentrate.

What is the difference between a surfactant and crop oil concentrate?
One is almost entirely surfactant and the other is almost entirely oil, which is the opposite of how most people picture it. On a soft, easily wetted leaf like a young chickweed, the spray already sits where it needs to be and the adjuvant adds little. The practical version: if the spray beads up and runs off the weed you are treating, an adjuvant is worth adding where the label permits it. If it wets and stays, you are buying nothing.
Is a surfactant the same thing as a spray dye?
No, and they are often bought together by people who think one is the other. A surfactant changes how the droplet behaves on the leaf — spreading, wetting, sometimes penetrating. A spray pattern indicator dye changes nothing about performance and shows you where the spray landed. Both are useful and they solve different problems: the surfactant is about whether the herbicide gets in, the dye is about whether you covered the area. Do adjuvants have EPA registration numbers?
No, and that is worth knowing rather than alarming.
